The disclosure, released by the Office of Government Ethics, did not specify the goal of the payment.

The Office of Government Ethics, which oversees the financial-disclosure documents, said in its own footnote that it had concluded Trump had to report the payment to Cohen in a section that detailed Trump's legal liabilities over the course of 2017 and the first half of 2018. "Mr Trump fully reimbursed Mr Cohen", the report said.

Trump submitted his financial disclosure form Wednesday, which showed he made a payment to Cohen between $100,001 and $250,000 in 2017.

That letter was written in response to a complaint from a watchdog organization, Citizens for Responsibility and Ethics in Washington, which said that Trump should have reported the payments to Cohen in last year's disclosures.

Mr. Trump listed liabilities of at least $250 million, with Deutsche Bank as his biggest creditor.

Trump's income from the Trump International Hotel in Washington, which has come under scrutiny for being a top choice for foreign dignitaries, almost doubled, from about $20 million in the 2016 report to just over $40 million previous year. Early this week, he tweeted a photograph of Mr Cohen and Mr Rumaihi, taken on the day of the December 2016 Trump Tower meeting.
