California's governor on Monday invited Trump to also visit the state's high-speed rail construction projects.

"I think that this is an important thing that the president has talked about - the safety and security of the country - and strongly feels that the wall is a big part of that, " White House Press Secretary Sarah Huckabee Sanders said during a Washington, D.C., briefing Monday.

On Twitter, Trump said the wall will pay for itself, a shift from his oft-repeated statements during his 2016 presidential campaign that Mexico would pay.
