The Democratic leaders, Senator Chuck Schumer of NY and Representative Nancy Pelosi of California, responded to the president's provocations by pulling out of a scheduled White House meeting meant to address the thorny issues that lawmakers are facing as the end of the year approaches. The Democratic leaders instead encouraged their Republican counterparts to work out a deal without the president's involvement.

The Democrats' statement said: "We don't have any time to waste in addressing the issues that confront us, so we're going to continue to negotiate with Republican leaders who may be interested in reaching a bipartisan agreement".

It was then time for the bait and switch: Trump the president endorsed, among other things, a tax plan that rewards the wealthy and raises taxes on the middle class.

Democrats hold significant clout because Republicans do not possess enough votes to pass a spending measure next week without gaining some Democratic support.

President Trump declared Democrats used to be "all talk, no action" but now they are "not even talk" while sat between two seats reserved for Senator Chuck Schumer and Congresswoman Nancy Pelosi. "She wants your taxes to go up, she's weak on crime, she's weak on borders, she's weak on illegal immigration and she's weak on the military".

Johnson said he voted to send the tax bill to the Senate floor based on progress being made toward increasing the tax break for pass-through businesses.

The tweet was jarring to Democrats, given that Trump had briefly struck a nascent deal with them a few months ago to discuss protecting young undocumented immigrants.

President Trump was supposed to sit down with a bipartisan group of congressional leaders this afternoon to talk about some unfinished business, like funding the government by the December 8 deadline. And with the 2018 midterms less than a year away, it's too early to tell what the top issue on voters' minds will be when they head to the polls.

As Schumer pointed out, any shutdown would happen while Republicans control all of Washington. He cited an ongoing IRS audit, although the agency has said that individuals under audit can still make their tax returns public.

Mr. Trump does not want to be blamed for mass deportations of people who were brought to the country through no choice of their own, a presidential adviser has said.

But political and procedural stumbling blocks remain as Republicans try to clear their bill through the full Senate.

"If that happens, I would absolutely blame the Democrats", he said. "I think we have tremendous support - unanimous vote on the tax bill - I think we're going to get it passed". They want high taxes; we want low taxes. Democrats want funding for a children's health insurance program that has lapsed.
