Michael Kofman, a Russian Federation military analyst at the Kennan Institute, said Russian Federation understands it ultimately needs USA help to advance a negotiated settlement in Syria, but in the meantime it's helping shape events on the ground in a way that strengthens Assad, splinters the rebels, and might make a negotiated solution harder to reach.

Efforts to bring an end to the war had taken on greater urgency since the emergence of the Islamic State group, which seized control of large parts of Syria and neighbouring Iraq in mid-2014.
